Methodology guide -- CN 7306 (welded pipe, structural hollow sections)

CN 7306 covers small-to-medium welded pipe and structural hollow sections (RHS, SHS). High-volume CBAM imports (~410kt/yr from China). Used in construction, scaffolding, automotive (chassis tubes), furniture.

Step 1 -- understand the production route. Welded pipe is dominated by Chinese BF-BOF supply globally. Turkish and Indian capacity is largely EAF-route.

Step 2 -- request verified data; large variance vs. default. EAF-route pipe imports can drop 70% below the EU default; pushing for verification is high-leverage.

Step 3 -- handle galvanised pipe correctly. Galvanised structural pipe (very common) carries zinc coating mass that is excluded from CBAM mass. Subtract the coating before applying the emissions factor.
